Social Housing at Church Fields

The social housing project at Church Fields will see the construction of 80 apartments and 220 houses and duplexes in Mulhuddart, west Dublin. The scheme will also include construction of a new public park, Wellview Park, in this rapidly developing area of the city.

Waterman Moylan was initially appointed by Fingal County Council to provide engineering services for the preparation of a masterplan for lands with the capacity to accommodate up to 1,000 new homes. Upon completion of the masterplan, the team was retained to develop the design for the first phase, comprising 300 dwellings and a park, through the Council’s Part 8 process.

The apartments are arranged across three five-storey blocks, with commercial and community units, including a creche at ground floor level. In-situ reinforced concrete frame structures have been adopted as the preferred method of construction to ensure delivery of the apartments within the very tight 18-month delivery programme. This construction approach was fully within the control of the contractor, whereas the feasible off-site structural frame options would not be.

Our team was appointed as part of a development partnership arrangement between the council and GEM Construction to deliver civil, structural, mechanical and electrical engineering services on the scheme.

The apartments will be delivered as social housing through Fingal County Council, with the housing units being sold privately as affordable housing.

The project is due for completion in December 2025.
